Honestly, IMO you shouldn't mess with overriding windows sizes. It's a can of worms and frustrating for the user. There's nothing wrong with 'Always On Top', though. If you set the 'TopMost' property of the form, it will stay on top of other forms when open. If you really insist on going down that route, though, you can hook the windows sizing events.
